We are preparing a detailed guide for students on the purposes, disclosures
etc. and their individual rights. We aim to remove any question of any
'hidden purposes'.
I would take it that debt collection is classed 'as processing underway
prior to 24/10/98' and therefore comes under the transitional exemptions.
Further I would take it that a debt collection agency acts as a data
processor, and that you could argue that debt collection is not a 'hidden
purpose'. For many years it has been the practice to state that students
cannot graduate until all debts to the University have been paid.
