There is nothing in any public interest argument that would include countries
of the world that have no data protection law in place and (let's face it)
dubious human rights records.
In fact, there is nothing in the Planning Acts that would allow worldwide
disclosure and so even if you can find a DPA exemption the action might still
be ultra vires and complainants could go the local government ombudsman (hint
hint).
