Two ponts:
We are back to who is the data controller and who is the data
processor. HESA are merely the agents for any statutory processing.
Anonymisation is a matter for the data controller, which is the appropriate
Funding Council;
In view of the OIC's guidance, can the Funding Council be sure that
they are not likely to get information in their possession that will
identify individuals from this 'anonymous' data?
