This is not a fair comparison ... a database has (probably) the technology to
be searched built in from the outset. For searching through video tapes ...
I am told the technology kind of exists but the results are unpredictable.
What if, as in most CCTV stuff, the faces are not recognisable unless an
operator has zoomed in, what if there are multiple recording kits. The
chances are the student has passed somewhere there is a camera so an image
will be recorded ... but at some point disproportionate amount of effort
would come in.
I would be tempted to ask the OIC for advice on the CCTV related
request on its own and as part of the wider request.
