No, core functions such as accounts and staff admin will not have to be
registered (notified) if they comply with the restrictions in SI 2000 No.
188, schedule 1, paras 2 and 4. However, the conditions are rather strict
and most personnel/accounts departments in local government would not qualify.
In any case, the exemption is only in respect of notification and the
Principles would still apply in full.
