The interpretation at Dundee (with 1st destination stuff) was that it was
mandatory to use the supplied statement. I disagreed in using it, mandatory
or not.
It is really up to us to say we shall disclose "all the relevant info" to an
external body. If we have to supply the information, HESA does operate on
behalf of the funding councils, so in my view it is a Funding Council
problem. Funding Councils become the Data Controllers and should be up to
them to establish their relationship with HESA.
The Data Controller or whoever on its behalf should make the
relevant statements available on the web and we should direct students etc
there. If we carry their statement we state what processing HESA will
do and we should not do so as we have no control over it nor do they act as
Data Processors on our behalf.
Just a thought or two or three.
