You could try The Home Office FOI and DP unit at

www.lcd.gov.uk/foi/foidpunit
The PRO's website has various resources on records management policy,
including the Lord Chancellor's Code Of Practice and guidance on electronic
records. A member of Records Management team at the PRO gave an
introductory talk to interested members of staff some months ago, with a
workshop involving 'FOIA' case studies.
Our organisation, as a NDGB, has submitted a draft publication scheme to
the Information Commissioner and internally there are training courses
planned for managers, records staff and records liaison officers.
My general feeling is that FOI will bring about large changes in the
culture of dealing with records, members of the public and information
requests. Staff will need proper training in how to deal with requests
under FOIA, fees structures, what you can and can not ask of persons making
enquiries and the exemptions which can be applied.
A long haul but worth planning for now.

Dear Paul et al,
I am in a similar position and I can tell you what I am doing.
I have just had a paper approved by the heads of the School's
Administration
in which I laid out the implications for us and briefly proposed a plan of
action.
The first step is to let people know what a big job FoI implementation will
be and how it will change the way your institution manages its data.
Second, make sure records management is spot on.
I am also beginning work on or publication scheme and hope to conduct an
audit to see what is published already and what can be published as a
matter
of course. In view of this I am also to explore the viability of using our
EDMS (which is currently being pilotted in my division) or the web for
publishing as much as possible. I am also to begin thinking about
procedures but don't expect to do a great deal in this area for a while
Useful resources you need to use include the Secretary of State's (s45) and
Lord Chancellor's (s46) Codes of Practice, the newly published Model Action
Plan (I think all of this is available vis the PRO website). BSI
15489:2001, the newly adopted international standard on Records Management
will also be useful no doubt.
