We'll have to see how this pans out - the expectation, though, so far as I
understood it a year ago, was that if the police stopped a fleet vehicle
(and the driver was able to establish that they were employed by the company
that insured the vehicle, the driver might well not have to go to the police
station. After all, the police were very keen to introduce a system that
made it unnecessary for so many documents to be produced at a nominated
local police station, which generally wasted everyone's time. And, if its a
fleet vehicle, the likelihood is that the vehicle is insured in any event.
The main purpose of the scheme was to stamp out uninsured vehicles (as well
as uninsured drivers).

I presume that, contrary to the government's press release, legitimate
drivers of vehicles that are not on the database (owner not being insured or
the car is part of a fleet) will still have to go down to the station with
their insurance documents.
