Even if the data is held truly "in common" (doubtful)written conditions of
use would need to exist to define acceptable parameters, including further
disclosure. The data controller's decision-making capacity is unlikely to
be equally balanced between two or more parties without additional
safeguards. One party is likely to be making tp disclosure - however
frequently and willingly as part of an agreed initiative.
