I don't think it is a joint initiative even though it can benefit both. I
believe it is always a council initiative with advice from police as to where
to place the cameras to best help them in their separate tasks (separate as
in under different legislation). Yes there is overlap and where the council
detects a crime or where the police feel a particular bit of footage would
help with their enquiries, the council is in a position to assist and using
s29(3) can do so on a case by case basis.
