I have quizzed Education library users, on this very subject. I can tell
you the ideas for putting notes on login screens and directing first time
users to the policy page are very effective in making people aware there is
a policy and monitoring is going on. How many will read it through, is of
course another question, but you do want to raise awareness and it seams to
do just that.
Posters proclaiming such policies exist to protect both parties and stating
where the policy can be accessed are also effective, and would, I imagine
be less costly than individual copies sent out. This will also alert any
casual/external users of computing services, the library.
I agree that all theses policies should be on the Internet. I have looked
on University web sites for their various policies, very few are accessible
to the external user, which is frustrating.
