Schools have been separate "persons" since 1988 ahd should have been
registered in their own right since around that time.
Assuming, however, that all your headteachers and governing bodies have been
processing under the 1984 DPA for twelve years or more, they've been very
lucky.
Under the old Act, separate registrations for heads and governing bodies were
needed but under the 1998 legislation, each school can notify just the once.
As the heads and governors are the data controllers responsible in law, LEAs
should assume an advisory role only.
