A supplementary question I have is whether it is still the case that
a pastor/minister etc of a church has to have a separate notification
from that of the church which he serves? It used to be the case under
the old Act, as the minister was judged to be a separate data controller
in the case of records he might have on church members he has visited,
parishioners who have made personal enquiries, etc etc. I always felt
that this was a bit out of step with the requirements for other
organisations, where it was perfectly possible for one register entry
to cover the various purposes for which personal data were held, whether
confidential to one individual or a whole department etc.
With the growth in team-ministry churches, I don't see how this requirement
can be sustained. Does anyone know whether separate notification is still
required for the minister/ministry team and the rest of the church? In my
view it is one and the same data controller.
