I recall that the Post Office Act, or whatever it is called, makes it an
offence for anyone to divert, or to open, mail not addressed to them.
Having said that, one private sector organisation I worked for had a policy
of the Managing Director's secretary intercepting everyone's mail, opening
it, and passing it onto the MD, who then in his infinite wisdom released -
or did not release - the mail to the individuals. On one occasion I was
invited to become a member of a Government advisory committee, my MD
intercepted the letter, replied on my behalf that I must decline because I
much too busy, asnd I only heard about it months later when a member of the
c'tee said to me what a pity it was that I wasn't able to find time to join
the c'tee as it was doing such interesting work!
