If I were you, I would write back to a more senior person in the
Commissioner's office to advise them that you will refuse to comply with the
request. Remind them that they are there to assist you comply with the law,
and not to make life difficult. You could always tell them that despite the
old registration, you wish to have a new registration, and that you will
cancel the old registration if necessary so that they will have to accept
the new one.
Who are the masters now !!

Dear All
I spent ages sorting out changes to our register entry to bring it into
line with the Information Commissioner's recommendations for a
university notification and to sort out anomalies from the merging of
our two registrations. I felt I'd done a really good job getting it all
sorted! This morning the papers arrive back from the IC with a note
saying 'The codes you have used are for the 'new Act' and as the
University is registered under the 'old Act' until 2002 you must
continue to use the old codes'.
I think I've just lost the will to live ..... Has anyone else had this?
