I was not in the office yesterday so unable to contribute when this subject
broke...
I can confirm that this problem is one that Skill is very aware of and
unhappy about. We try to raise it with the DfES on a regular basis, so
certainly they can no longer claim ignorance of the issues. Inevitably it
seems, change always takes a long time to achieve, but Skill is plugging
away at this one.
