Hi,
Why are you asking the wrong question? Policies, punishments, rules,
regulations.
Prevention is much better than any form of punishment . If your staff do
activities like watching nrop (please reverse the letters) on the web you can
use technology to stop access. If they send emails with images or offending
text you can filter them too and so on.
