I've had the same problem with an LEA who still haven't agreed to
change their rules as far as I can tell. It's very serious - usually
someone who is most in need of (expensive) training also needs
the most expensive equipment e.g. student who is visually impaired
or blind. We had to find the money and pay for the training
ourselves in the end which i think is ridiculous as it makes it a
lottery for the student as to which institution they go to. You could
seek funding from Access Fund in the meantime to cover it.
