The application form allows for people who do not want to apply for
a loan. Sections A (Your details) and B (Where you were born and
where you live) would be required anyway. (Though A does contain
reference to clearing any previous Student Loan debts). Section C
concerns Course details and is part-completed by the university.
Again, this information would be needed for a DSA application.
Section D is for Financial details and links to a Loan request form,
but both can be ignored if a loan is not being applied for. After Part
C, DSA-only applicants cut straight to Part E (Declaration) which
simply requires a signature.
The link between Loan and DSA becomes even more tenuous
when you note in section A that if you are over 55 you needn't
bother continuing to fill in the form as you wont get one, but should
continue if you want to apply for a DSA. I assume "loan eligibility"
is purely a course/residency related thing and that being ancient
and filthy rich are mere technicalities.
It wouldn't be difficult to adapt the form for a post-grad student, but
those who don't like filling in forms would certainly need help. The
sooner we have the dedicated article the better.
