It would probably be a good idea to make all "electronic records"
accessible. New personnel systems seem to be moving towards a web
interface with the idea being that employees would be able to change
particular details about themselves (for example, prefered mail address,
next of keen, telephone numbers etc). There is no reason why a lot of
information - including payroll - cannot be shown to the data subjects
themselves.
The problem is what do you do about the "other" information sitting in
100s of folders, disciplinary records, sickness records, comments about
employees, copies of references given and received ... That is the juicy
material. Many of these records would be accessible under DP. Go and
tell that to Human Resources :-)
