Our approach (Coventry University) is to ask for it on the enrolment
form (therefore voluntarily supplied) and include it as an item of
"sensitive data" in our "consent to processing" statement that students
agree to by enrolling; we feel that gives permission to pass it to HESA,
since HESA is also mentioned on that statement as a recipient of data.
(For info: the only other "sensitive" item we cite is "disability
code".)
