We may be required to give it but for collecting it, it should be
voluntarily supplied.
Then we should be saying it will be used for statistical purposes or
whatever else (should there be anything else?)
Then I am not sure we have the right to pass it on to someone. Thus, we
should have an opt in box in order to pass it elsewhere (HESA) but we
cannot say the purposes for which HESA will use it. It is neither passed
in an anonymised format as that would solve the problem (there again we
could make up any numbers we like)
If I can make all this work I shall eat my moustache for breakfast.
