Re personnel files, in my experience it gets very complicated only giving
access to bits so it is better to give full access wherever possible. Where
I work (local Gov) we decided to do it that way to avoid what could be an
administrative nightmare so we have an 'open' policy on personal info held
in personnel files and members of staff have full qccess. Organisations who
are asked for references on individuals are told about our practice.
