DTI were responsible for UK implementation of 97/66/EEC and there are now UK
regulations
SI 1998.3170 - from HMSO -
Oftel also announced last April the new services telephone and fax
preference opt-out services to allow subscribers to control direct marketing
(via phones from 4th may 1999
I also understand 97/7/EEC protection of customers in respect of distance
selling is to implemented in UK by June 2000, and is expected to cover all
communications like post and Email.

Have a look at http://www.dataprotection.gov.uk/eurotalk.htm#telecoms where
there are a number of pertinent links to both the European and UK
legislation.
