We are still at early draft stage, but basically current Confidentiality of
Applications sections 68 and 69 and Data Protection Act section 71 of UCAS
Handbook plus the Application form declaration including consent to process.

Data usage and confidentiality is currently covered by section 68 of the
UCAS Handbook.
Form completion is covered in Instructions for the Completion of the
Application Form.

I also agree. I suggest the forms should also state what data is necessary
for the contract ( with UCAS and institutions) and what are the items of
data for which consent is required.
