Owen has raised the points that were brought up at the JISC events.
As I'm from an institution that operates outside the UCAS system I
don't have personal experience of this, but many people at the JISC
workshops were saying that the UCAS data was passed directly to HESA
so as to avoid a completely new data gathering exercise, and while
'data withheld' is a legitimate entry in returns to HESA, the student
doesn't have a choice if this procedure is followed, and isn't informed
of this when filling in the UCAS form.
I suppose what UCAS are saying is that every HEI must gather the data
afresh for themselves, with explanations and 'data withheld' options
being presented to the students at that point, before passing it on
to HESA. Yes? How do HEIs that have to use UCAS feel about this?!
