It's the EEA that's the issue, which includes countries within the European
Union: Austria, Belgium, Denmark, Eire, Finland, France, Germany, Greece,
Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, United Kingdom, and
on top of that, Norway, Iceland and Lichtenstein.
My understanding is that you can transfer data to other countries apart from
these, with the consent of the data subject and/or in order to fulfil a
contract. So, yes, I think you should be checking with the data subjects.

At a meeting yesterday it as mentioned what happens about
the
National Service Conscription Companies who apply to us for
personal information about students who are outside of the
EU.
I assume with the student's consent this is ok, but I am not
sure that we always do this. Perhaps we should?
