In this case can HESA be considered the Data Processor (i.e. equivalent to
the DPA1984 computer bureau) and the universities be considered the data
controllers? If HESA's members are indeed drawn from all UK HE
institutions, does this empower them to pass data to Experian, a third party?
(This last question is perhaps for another forum!)
A letter from HESA to Vice-Chancellors, dated 13 January, indicated that
CVCP and SCOP had encouraged HESA's participation in this service.
Perhaps colleagues' vice-chancellors have already given permission to their
data processor (called HESA) to employ the services of their data
processor (called Experian)! In which case, could this not be equivalent to
say our Student Records Office farming out their confirmation of results
service to a trusted computer bureaux who contracts out to another bureaux?
