Yes - RBWM did payroll match for two years as part of the District Audit
fraud initiative - they did it under an Audit Commission Act of 1998 (cant
remember the detail) so no choice about complying or not. Info was passed
to Audit Commission to match. There is a lot of peer pressure to comply,
but there was a lot of work for very little return and by the time the data
was matched and checked and destroyed and investigated it took a lot of man
hours. RBWM has now abandoned the idea and I thought it was because
District Audit had lost interest too. It started in London and 'permeated'
out to other areas so may be its just your turn!!! Inland Revenue may be
acting outside the law and there is probably no duty to comply so check with
your Legal department first. From memory following a meeting with a multi
agency intelligence group for exchanging data under C& Disorder Act the
revenue is only allowed to disclose personal data in the event of treason
and something about blowing up HM Dockyards!!!! It stuck in my mind as
being highly amusing so probably why I remember some of the detail!
I recommended that the authority consult with all Trade Unions and staff
JCCs and write a letter to every member of staff and pensioner to tell them
it was being done (which they did) and why it was being done. Some
pensioners objected and their objections were passed to Audit Commission
when the extraction of the data took place.
Some members of staff also objected (but there was no point!)
