Your indignation, Doreen, is certainly justified as this is a clear breach
of the 7th Principle, although technically the 7th Principle does not apply
to manual health records, which are "accessible records", until 24/10/2007.
Nevertheless the patients' confidentiality has undoubtedly been breached if
only to the special constable. I would appreciate the reference ie. which
newspaper, as these cases are always useful for training purposes. All of
us probably feel under-resourced in terms of training and raising the
profile of DP in our organisations and the poor old DPO at this Trust must
be desolate. No organisation can be complacent however much effort you put
in, as it only need one person to be careless to let you down, and my Trust
employs over 3,000.
