I have spoken to the ODPC about further use of CT data and their advice has
not changed, as yet. Their leading counsel advised that further use of
council tax data (except for exempted purposes) would be unlawful.
My own view is that until this difference of opinion between QCs is sorted
out, it may be dangerous to stick your heads above the parapet.
Remember, even if further use of the data is found to be "allowed in law" it
may still be "unfair" in breach of the first principle because you are
telling people they are "required by law" to provide the information for
council tax purposes.
They are not required by law to provide it for other purposes.
