In December 1998 and May 1999 two highly successful conferences were
based on the implications of the Data Protection Act for Higher and
Further Education Institutions. At the conclusion of both events
delegates expressed an interest in a further conference at a future
date that could bring the topic up to date once the timetable for
implementation was better known. This later event is designed to do
just this, with participation from those speakers who were so highly
successful in their presentations before, and also joined by further
experts in the field.
The conference will begin with Phil Boyd from the Data Protection
Registrars' Office with an overview of the Act and an update on
the Regulations. He will be followed by two speakers from the
University of Southampton; Michael Arthur, Compliance Officer;
who will discuss the preparation and planning for implementation
from an administrator's viewpoint; and Andrew Schulkins, Head of
User Services Computing Service, discussing the practical considerations
for security resulting from data protection legislation. Hazel Grant,
Solicitor, Bird and Bird and Editor of the Sweet and Maxwell Data
Protection Encyclopaedia will take the last session of the morning
and will consider the important issue of manual records. After lunch
the afternoon will commence with the conclusion of Hazel Grant's
contribution, looking at the transitional arrangements. Susan Singleton,
Solicitor, Singletons and Author of Data Protection - The New Law,
will discuss the rules governing the international transfer of personal
data. Phil Boyd will complete the formal papers with a discussion on
registration and notification procedures. Thereafter the remainder
of the afternoon will be spent with a panel of speakers taking questions.
Delegates are invited to submit questions, at least three weeks before
the conference date, by E-mail, fax or post, and these will appear
in the programme. Although priority, of course, will be given to
questions on the day, the submitted questions will be given to the
speakers in advance to assist with their preparation.
Although delegates who attended previous events have requested
this conference, it is a 'stand alone' event, in that its objective
is to provide a current analysis of the implications of the Act
for Higher and Further Education Institutions.
The Data Protection Act 1998 is set for implementation on 1st March 2000.

This session will highlight the background
to this major change to Data Protection
legislation. It will also describe which
records will be covered by the change and
which provisions of the 1998 Act will apply
to manual records.

1.50 Transitional Arrangements

This will be a short session describing how
Institutions might benefit from the
transitional relief available under the
1998 Act. The session will cover both the
advantages and disadvantages of using the
reliefs.
2.15 Transborder Data Flows
Susan Singleton
Shipping data outside the EEA under the 8th
data protection principle; Commissioner's
draft consultation on transborder data
flow; attempted bilateral agreement with
the US; how to handle you data shipment, in
particular, foreign students and lecturers.

the new Notification system which will
replace registration once the 1998 Act has
been implemented

· Initial reservations may be made by telephone or fax, but must

· Registration details and a map will be forwarded
approximately two weeks before the course date.
Cancellations
Cancellations must be received in writing.
