I have not been in your position to be able to pass precise comment.
However, if some of your employees have taken on the "responsibility" of
being "emergency contacts" or "on call duty" for which they will be getting
some rewards (either as extra money, or by being promoted to the particular
post, or simply by having a job which specified the responsibility).
If they are ex-directory so what? They should consent and youmust make sure
the recipients of the details do not ABuse them :-) Should you supply
mobile phones? No! (wait until they get cheaper).
However, what will you do if the contact person does not have a phone at all?
Can you expect them to install one?

To add to your problems (what are list-friends for?). we had two power
failures and in both instances are phone systems died. Are you going to
provide phones to those that may be on duty (eg. in your buildings) to notify
the emergency services ?
Now, it would be nice if my employer got me a mobile (so I can improve my
image) as I happen to be the safety officer for 3 floors of our building.
