I too have had such a request and am standing firm at the moment i.e. no
access to manual data.

Subject: Subject access to manual files
A request was received recently for subject access and the individual was
obviously clued up about the recent March 1st implementation date of the
Act. She specified that she wanted access to certain information that may be
held exclusively on paper. I know that from October 2001 Manual files
subject access will be with us but what do you do in the meantime. As this
individual said it would look very silly in the press if we had the material
requested but declined to give access because the law didn't require it for
18 months. I know the answer but post this for information.
