I am not too sure what you mean by 'Web filtering' but would I be far
wrong to assume you mean a system of limiting access to sites that are
'inappropriate' for the workplace? If you are then I suggest you visit
these web sites as these companies have
some very good products that can be very specific about what can and
can't be accessed and keep logs of attempted/actual access as asked.

We use a CAI package which is quite expensive (approx. £15K), but this
allows all of the network to be monitored not only the Internet. It
allows us to bar specific web sites, sited with certain words in the
title, sites which hold certain images etc. If people try to access
these sites they receive a message saying that access has been blocked
and a log has been made of this unauthorized access.
