See page 5 of Data Protection and Privacy Practice (or a written response to
Harry Cohen MP, col 262, 8th April 1998) where the Government say that S.29
of the DPA 1998 applies to Council Tax.
What I should say is that the Government has removed Council Tax from the
list of purposes for which communications data can be used (see the
Regulation of Investagoatory Powers Bill; clause 21)
