I agree with your sentiments and every case like this makes our jobs harder
if nothing is done by the ODPC.
As with similar cases . . .
like the local authority that scrapped its computers and three of them were
purchased by a member of the public and found child protection data on them;
like the government-appointed investigator who published the names and
addresses of witnesses in the Stephen Lawrence report;
. . . there will be no investigation if none of the affected data subjects
makes an official complaint.
How sad that none of the patients may ever find out it was their details
found.

PS But the upside of the story is this: while most data subjects remain
unaware of their rights under the Act, the longer we as data controllers will
stay out of the courts and the headlines. (Irony)
