I am currently negotiating with an LEA over purchase of a powered
scooter. The campus here is quite large and the student's course
is divided between 4 main buildings, with his accommodation about
1.5 miles away. He would not need the scooter if it weren't for
these problems, and certainly wouldn't qualify for the mobility
component of Disability Living Allowance, where the rules state the
person must be 'unable or virtually unable to walk'.
It obviously depends on individual circumstances, but I think there
is a good case for DSA paying.
