In a nutshell, yes it does, but dont forget the principle of proportionality
here. Also, HRA, it expressly implements ECHR and therefore bound to follow
established precedent under the Convention.

Part II of the First Protocol, Article 2, 'Right to Education' states,
"No person shall be denied the right to education. In the service of any
function which it assumes in relation to education and to teaching, the
state shall respect the right of parents to ensure such education and
teaching in conformity with their own religious and philosophical
convictions."
I think this will be of great help to disabled students, although I suspect
that the courts will have a large range of options in interpretation due to
the vagueness of description.
