This is a few years ago now but when I worked at English Heritage this was tried a couple of times but take up was very low-in fact if memory serves me right, it was non-existent!
From a school point of view, KS1 pupils will often be provided with a free packed lunch by the school kitchen as they have free school lunches. Many schools will have their own policies on what is allowed in a packed lunch and school kitchens have to follow very strict guidelines https://www.gov.uk/school-meals-healthy-eating-standards
To be competitive with what parents pay for school lunches you are looking at low prices- I'm a governor at the local primary school and lunches are £2:30 a day. As schools are really struggling with funding and are having to ask parents for more and more support, asking them to pay anything over a very basic cost for a lunch is likely to be rejected.
Sorry to sound negative but although this sounds at first like a great way to increase secondary spend in my experience, it never yields results!
