Your point about the volunteers being worth £150 a day in the HLF context is a challenge for a freelancer to hear. I think all freelancers do mate rates at some points and we can see when an organisation is struggling and needs a good deal (we would all be bankers with were in it just for the money).
Many freelancers have years of experience and bring specialist skills as well as the minimum two degrees our profession seems to demand. To see freelancers monetary value put at less than a volunteer is not good. Perhaps lower value contracts should be called something else . I mean apart from the mate rate situation, what are employers expecting for lower paid contracts - a willing pair of hands or someone with skills and experience?

It is an interesting one. I'd say a freelancer would be looking at quite a bit more than £100 a day. We're currently using some who are being paid £125 a day, not great when you factor in all the on-costs...but I guess you could argue it's a mates rates deal. In a previous job where I used to contract freelancers to do specialised work I think we were paying £250 a day.
Whilst it's not a direct comparison, the HLF states that for in-kind volunteer contributions to a project, "skilled" volunteer work is worth
£150 a day (that's things like admin work, carpentry or leading a guided walk) whilst 'Professional Labour' (teaching or accountancy) is equal to £350 a day.
