Regarding the ALJC collection it's my understanding the primary access method is via Swetswise, however, publishers are asked by Swets to also set-up IP range access for customers as well. We joined the ALJC collection for 2008 and have recently gone through the process of setting up access for some new customers via the IP range method.

In my experience, the SwetsWise platform is notorious for such problems,
also with other publishers and providers (e.g., Ingenta). Especially this
blank screen problem is one that I encountered over and over again.
Also, quality control (including links that end nowhere) leaves a lot to
desire or does not happen at all, at least not in any systematic way. At
least that was my experience and impression over years whenever I
closely and systematically examined this platform. Quite astonishing for a
company with a ISO 9000 certification. As a result, we use Swetswise
only as a backup for making available the backfiles of certain titles for
which we no longer have direct access. We certainly would not want
to use Swetswise as our default e-journals platform. However, better
quality control and a much improved design seem necessary, if you
consider that there are some offers, like the ALPSP learned journals
collection, that are only made available via this platform (as a
collection).
A good marketing device and a chance for smaller publishers to get
considered by consortial buyers, too, but it seems unfortunate, if these
advantages are only available in exchange for poor presentation.
