Unfortunately I do not have the knowledge on the access and authetification of Elsevier's ScienceDirect. I would suggest to check with Elsevier directly.
From SwetsWise Online Content and SwetsWise Searcher a user without IP access to ScienceDirect is redirected to an abstract page with an option to purchase the full-text PDF.
Based on my knowledge of usage statistics, you are correct that normally usage is counted twice when accessing both HTML and PDF of an article.

with Elsevier forcing a redirect to a ScienceDirect "landing page", I guess this will be the (extended) abstract if the user is not already ip authenticated, or is it a login page (which then leads to what page if you log in? could someone pls actually test this remotely?). However, if the user is coming from an ip authenticated site, the "landing page" is rather the HTML full text version. If users want PDF (as most do), they still need to click a second time (as you described correctly) to retrieve the PDF. Does this mean that the publisher will count two full text accesses? If so, then this is a clever device to push up download stats by up to a factor 2, with the first FT access being forced, the second one (for PDF) optional.
