Empowering the Learning Community  - Demonstration Project

NEMLAC - The North East Museums Libraries and Archives Council in collaboration
with the North East Regional Youth Work Unit, Newcastle City Libraries and the
Youth and Play section of Newcastle City Council, will jointly coordinate a
demonstration project as part of the Empowering the Learning Community
Programme.  The project will pilot the placement of a Youth Worker in the
Newcastle City Libraries. The Youth worker will devise and implement a learning
programme for excluded young adults, and contribute to a training programme for
librarians for future work with this target group throughout the region. Other
partners in the Project will include Connexions, Tyne and Wear LSC and
Newcastle City Council.

Applications are invited for the post of Project Officer. This is a fixed post
for one year and is open to secondments.

Job Title: Youth Work in Libraries Officer ( 1 Full- Time/2 Part-Time)

Pay Scale: Full- Time: SO2/ Part Time: Scale 5  (18 hrs pro rata.)

Responsible to: Project Manager and Steering Ctte.


Job Purpose

To co-ordinate and develop a pilot programme of youth work activities in a
nominated cluster of libraries in Newcastle.



Job Description

·    To use youth work skills in enhancing the libraries provision to young
    people.

·    To develop youth work programmes in the designated libraries that will
    encourage young people to participate in non-formal learning experiences.

·    To liaise with local youth organisations, so that young people who use
    these organisations can be informed of, and participate in, the libraries
    activities.

·    To contribute to training programmes for libraries staff on youth work
    techniques, conflict resolution and non-formal education.

·    To gain knowledge of libraries programmes and how they may enhance the
    development of youth work practice.

·    In collaboration with the Project Manager and external consultant, to
    monitor and evaluate the pilot programme, and produce regular interim
    reports for the project group. You will also be expected to work with
    external consultants to produce a final evaluation in conjunction with
    NEMLAC and the Regional Youth Work Unit.

·    To attend all necessary meetings with stakeholders, as well as relevant
    national meetings and conferences.

·    To liaise with colleagues from similar initiatives nationally, and attend
    national meetings where appropriate.

·    To monitor the day to day budget for the pilot project, and contribute to
    regular financial reports for the steering group.

·    To conduct  develop regional networks and contacts. The aim will be to
    explore the feasibility of the pilot programme being rolled out across the
    North East.

·    To liaise with parallel rural projects.

·    To assist in the facilitation of   a regional conference, in collaboration
    with NEMLAC and the Regional Youth Work Unit.

PERSON SPECIFICATION

Essential

·    Minimum of JNC recognised part time qualification in youth work

·    At least 2 years experience of delivering youth work programmes

·    Understanding of equal opportunities in a youth work context

·    Ability to relate to professionals form both formal and non-formal
    educational backgrounds

·    Ability to encourage young people in taking on non-formal educational
    opportunities

·    Ability to develop and co-ordinate non-formal educational programmes

·    Understanding of national initiatives, and how they relate to young people





Desirable
·    Experience of working in the formal learning sector

·    Understanding of issues affecting libraries staff, in relation to young
    people

·    Experience of co-ordinating and delivering training programmes
    Understanding of local networks of youth organisations in the North East

·    Experience of using ICT equipment for non-formal learning programmes

·    JNC recognised Full-time qualification
