A different approach may be to understand why the cafe visitors aren't walking through the doors to the exhibition space. My experience is that it could be purely practical i.e we don't have time or I don't want to carry all these shopping bags, through to lack of confidence in visiting museums or not being sure what the collection is about or they've actually been assume they've seen it all and assume it's not for them. Each may need a different service/offer to get them through the doors.
An approach we've used successfully in the past is 10 minute empathy interviews. Empathy interviews are a technique to get to the core of the issue to help you design the solution that meets their needs. The brilliant d.school offer this method sheet - https://dschool.stanford.edu/wp-content/themes/dschool/method-cards/interview-for-empathy.pdf which gives a structure and a few tips. If it looks appropriate a good google should reap a few more resources.
We've recruited in cafés by hanging around the door and offering to pay for people's coffee in return for a few mins of their time. Ideally you should carry on until you're not getting any new answers but we normally find between 10-15 gives you a good idea of the main issues.
