Maybe (if you have a booking form, whether on-line or downloadable)
you could get the teachers to sign or acknowledge a statement along
the lines of:
"I agree to your terms of booking, and in particular I will arrange
that my party will include at least one adult for every XX children.
I understand that if I fail to provide sufficient adult cover my
party may not be accepted by the museum and the admission fees will
be forefeit."
This has three things going for it:
One, there is an explicit statement which the teacher has to sign up
to to get a booking accepted - they can't then say they didn't know
about it.
Two - there is the option (which you can exercise or not) to turn
away groups which don't have enough adults with them.
Three - the fact that you've got them to sign up to this explicit
statement should suggest to the teachers that having enough adults in
the group is really important.
