The 90's saw a sustained and significant increase in the use of Performance
Indicators throughout government. These were initially intended to drive
continual improvement in the parts that privatisation and compulsory
competitive tendering couldn't reach, they are now seen as a universal part
of good management and the way in which the performance of government can be
judged.
Many of the issues relating to data collection and quality are familiar to
statisticians, however there remain a number of risks that have been
identified in the use of Performance Indicators. This meeting will focus
on the efforts to assure the quality of the data upon which we are governed
and managed.
Phillipa Lynch and Worth Houghton from the Audit Commission will describe
efforts the Audit Commission have made to ensure that their Performance
Indicators are fit for the intended purpose, and describe their experience
in terms of publishing potential defintions of performance indicators and
amending these in the light of feedback from the organisations being
measured. This is in the context of both statutory and voluntary
performance indicators. Reference will also be made of the audit
procedure for Local Government Performance Indicators.
Karen Dunnell from ONS will cover issues relating to technical data quality,
and demonstrate the expertise that is available as well as highlighting the
way established ONS products could be expanded for use as Performance
Indicators. The potential role of the National Statistics Code of Practice
in guaranteeing data quality will be discussed.
