b) Will the implementation be effective?
The Draft Code includes many provisions relating to the public
responsibilities of the National Statistician in implementing the Code.
But sucessful implementation will also depend upon the activities of other
members of the Government Statistical Service and their support staff.
We believe that it is necessary for the job descriptions of other members of
the GSS and their support staff to specify public responsibilities that are
consistent with those of the National Statistician. Further, the Code
should make it clear that these pubic responsibilities should take
precedence over those parts of their job description that are concerned with
their departmental responsibilities.
