The government's inequalities targets, the first of which is infant
mortality, which it describes as the 'best summary measure of health
outcome in childhood' are on the internet at

along with the press release and minister's speech. You might like to
contemplate the evidence about the effectiveness or otherwise of the
measures proposed and of basing the statement that class inequalities in
infant mortality are widening again based on five years' data.
