On the face of it I quite agree, and certainly when I
was working in a public library it was made clear that
we were not to give out information about book titles
on someone's ticket, or requested over the phone for
the reason you've outlined below.
However, I'm now in an FE library, and if a student
does not respond to a first overdue letter, we send a
letter to their tutor which would include the students
name and books over-due in order to aid recovery. But,
I wouldn't pass on details if a tutor or another
student requested them. Maybe that's a bit two-faced?
